Once all other avenues provided by the College have been exhausted, unresolved complaints may be filed directly with the appropriate agency.

Family Educational Rights and Privacy Act (FERPA)

If you believe your rights have been violated under the Family Educational Rights and Privacy Act (FERPA)  please visit the United States Department of Education Protecting Student Privacy webpage to learn more. Middle States Commission on Higher Education (MSCHE)

Once all other avenues provided by the College and the State agency or SARA have been exhausted, unresolved complaints may be filed with the Middle States Commission on Higher Education, the College’s regional accrediting agency.

National Council for State Authorization Reciprocity Agreements (NC-SARA)

SUNY Broome Community College is a member of the National Council for State Authorization Reciprocity Agreements (NC-SARA) and follows the complaint resolution policies and procedures outlined within the SARA Policy Manual and NC-SARA Student Complaints .

Consumer protection complaints resulting from distance education courses, activities, and operations may be submitted to Dr. Stephanie Malmberg, Assistant Dean for Distance Learning and Professional Development at SUNY Broome  at malmbergsm@sunybroome.edu for investigation and resolution.

If a student is dissatisfied with the campus-based resolution, a concern may be submitted to System Administration of the State University of New York as outlined in SUNY: Student Concerns. And, if still not satisfied, a complaint may be submitted, within two years of the incident about which the complaint is made, to the New York State Education Department as outlined in Filing a Complaint About a College or University.

Please note, this does not include complaints related to grades or student conduct violations, both of which are to be fully addressed via campus processes, not through the NC-SARA complaint resolution procedures.

Once all other avenues provided by the college have been attempted to try to resolve the issue, including following all grievance and appeals procedures, a complaint about an educational program and practices at the college, may be filed with the NY State Education Department.

Office of Civil Rights

A complaint involving discrimination based on race, color, national origin, age, disability, and sex, including sexual harassment, may be filed with the U.S. Office for Civil Rights.
